(b) Formulate policies and programmes for global competitiveness and national tourism development and approve tourism development plans by local authorities; (c) Develop and implement a comprehensive system of mandatory accreditation for primary tourism operators and voluntary accreditation for secondary tourism operators in accordance with prescribed guidelines and standards; SECTION 49. Representative Directors. — In accordance with Article 47(g) of this Act, the Tourism Congress, as established in accordance with Article 104 of Chapter VIII, shall elect from among its members the directors representing the tourism industry at the Tourist Office, in particular the following groups: ARTICLE 99. Education. — The Ministry works closely with DepEd to develop basic education programmes – formal, informal and non-formal learning systems and interventions – for school and extracurricular youth to promote a culture of tourism through the development and integration of tourism concepts and the improvement of education in languages, history, culture and the arts. (r) ensuring a sustainable financing mechanism for the implementation of tourism policy; Plans, programmes, projects and activities. (a) develop a national action plan for tourism and prepare for its adoption and implementation by national and local authorities; l) Pursue the interests of the Ministry in multilateral, international and regional cooperation in the field of tourism, agreements and treaties. Subject to the rules and regulations that correctly define the goods and services required for different types of tourism businesses, registered businesses are entitled to: SECTION 15.
Tourist Coordination Office. — Recognising the need to strengthen the links between the various government agencies and the private sector, as well as between the different bodies of the private sector itself, in order to properly implement tourism policy, the Tourist Coordination Office has the following tasks: SECTION 88. Incentives for tourism businesses outside the ZET. — The granting of tax and other incentives to tourist enterprises not established in the NZZ is subject to the following provisions: SECTION 34. Tourism Infrastructure Program. — The Ministry, in accordance with the National Tourism Development Plan and local government initiatives, coordinates with the Department of Public Works and Roads (DPWH) and the Department of Transport and Communications (DOTC) the establishment of a tourism infrastructure programme in the respective work programmes of these agencies and identifies important access roads, airports, seaports and other infrastructure needs in some Tourist Areas. These agencies and the Department of Budget and Management (DBM) give priority status to the financing of this tourism infrastructure programme. § 3. (f) To make recommendations to the Secretary on all matters relating to tourism in the region. SECTION 98. Tourism Coordinating Council. — A Council will be established to serve as a coordinating body for national tourism development efforts and will be composed of the Secretary as President.
Chief Operating Officer of TPB; the Chief Operating Officer of TIEZA; heads of other agencies attached to the Department; the secretaries of the DOTC, DPWH, DFA, DENR, DILG, DOLE and Ministry of Education (DepEd); and the chiefs of the Philippine National Police (PNP), the BI, the National Historical Institute, the National Commission of Culture and The Arts, PAGCOR, the leagues of lgUs and other government agencies that the President may appoint; each a representative of the Tourism Congress, an accredited NGO or PO dealing with ecotourism, and a recognized federation of indigenous peoples. .
